After battling pirates and braving the seas of pirate survival game Windrose for a few hours, you’ll eventually make your way to the island of Tortuga. By now you’ve probably found lots of crates of provisions and medicine, which can only be sold to the People of Tortuga faction. And once you set foot on the island and find the People of Tortuga’s bounty agent and provisioner, you probably also scoured the town from one end to the other trying to find the faction’s buyer. I sure did!

No, you’re not overlooking something obvious. The buyer for the People of Tortuga is not actually on Tortuga. He’s on a different island altogether. I cannot explain this odd bit of pirate logic: all I can do is help you find him.

Unfortunately, I can’t just show you a map with a big X on the island you need, pirate-style, because Windrose’s maps are procedurally generated. You can try sailing around near Tortuga, of course: if your map shows you’re in the “Brethren of the Coast Waters,” you should be pretty close to the buyer’s island.

But there’s a more reliable way to find the People of Tortuga’s buyer without just setting sail and hoping you run into it. Early on in Windrose you’ll come across a quest called “Glorious Hunters” where you find the abandoned camp of some missing boar hunters.

Following that questline will take you to the head of the Buccaneers, pinpointing their island location on your map if you haven’t happened to find it yet. Once there, you can talk to a guy named Henri who will give you another quest aptly named “Buccaneers.”

The first part of that quest is to deliver 50 bags of gunpowder, and since you probably can’t craft that yourself yet, you may need to start clearing camps and ruins and other points of interest where it can be commonly found in chests. I’d also recommend sticking to melee combat until you’ve saved up enough gunpowder to deliver to Henri.

Once you’ve given Henri the gunpowder, he’ll ask you to deliver a shipment of tanned hides to someone named Charlie Sharpe. That’ll add another marker to your map, and that marker will show you where the People of Tortuga’s buyer is—not on Tortuga, but on another island.

Once you’ve reached it, you’ll be able to sell your medicine and provisions to the buyer there. There’s another bounty agent, like the one in Tortuga, if you want to raise your rep with the faction. You’ll also find a pirate named Black Axel, a cook you can can hire to work at your base for 500 coins, who has a 30% chance to craft an extra potion.
